PACAP
adopts a cohesive and integrated approach to provincial and national
engagement that fosters innovation, support strategic planning,
and demonstrate clear stewardship of interventions, while ensuring
effective coordination with other AusAID and donor activities.
PACAP
intentionally separates Program Governance from Program Management. Separation
of governance and management ensures that there is no confusion
regarding the program management role of the new managing contractor,
and the strategic and policy choices which guide PACAP and approve
where funds will be directed.

Program
Coordination Committee
The
overall responsibility for the governance of PACAP rests of the
Program Coordination Committee (PCC) which comprises the owners
of PACAP; the Government of Australia (as represented by AusAID)
and the Government of the Philippines (as represented by NEDA). The
PCC approves budget allocations as requested in the annual plan,
and oversees the performance of the Australian Managerment Contractor
(AMC).

Advisory Committee
The
PACAP Advisory Committee (PAC) is in charge of undertaking broad
policy direction, strategy development, and approval of the projects
for both the Focal Community Assistance Scheme (FOCAS) and the
Responsive Assistance Scheme. The PAC will also consider
Annual Plans and Progress reports, approving these for tabling
at a Program Coordination Committee (PCC).

Strategic Guidance Framework (SGF)
All
focused and responsive activities will need to comply with a Strategic
Guidance Framework (SGF) which will be reviewed on an annual basis. The
SGF strengthens the process that: guides the identification of
FOCAS activities, the development of the FOCAS strategy, and the
selection of appropriate activities.
The
SGF identifies areas where PACAP stakeholders feel the Program
needs to show greater innovation or improvement. As such,
applicants who are able to respond to the SGF will be well positioned
to receive funding. Nonetheless, applications that are not
able to respond to the SGF will still be considered and assessed.
The
SGF guides the monitoring and evaluation of both activity
and FOCAS outcomes. For projects under the Responsive
Assistance Scheme, more flexibility is envisaged but the
SGF will identify priority issues and/or targeted areas which
will form the basis of selection criteria for new activities. This
will provide an incentive for prospective partners to address
the priority issues identified.
