Focal Assistance Scheme

 

The Focal Community Assistance Scheme (FOCAS) promotes PACAP's long-term strategic engagement with communities in the five target Provinces. The FOCAS not only implements community-initiated development activities, but also encourages capacity building of service providers, and strengthens Local Government and Civil Society Organisation (CSO) networks to meet community identified need.

In each province, PACAP has identified (through the Provincial Stakeholders Committee (PSC)) a number of FOCAS initiatives modelled on lessons learnt from current AFA engagement The FOCAS initiatives are either 'landscape' and/or 'thematically" based and cover one or more barangays or even municipalities. The definition of FOCAS initiatives is purposefully broad to encourage innovation and creativity in FOCAS concepts and development.

Each FOCAS initiative is managed by a FOCAS Management Committee (FOCAS MC) who develops their own FOCAS Strategy. The FOCAS comprises a suite of strategically linked, but separately funded activities aimed at achieving a clear goal for targeted communities. Each FOCAS activity is proposed and managed by an individual non-profrt organisation (usually an NGO or PO) while the overall FOCAS strategy is managed by the FOCAS MC. A FOCAS Secretariat is established from within the FOCAS MC to undertake the daily management and logistical duties of the FOCAS. Each target province includes as many FOCAS initiatives as the budget allows and the PSC approves.

As a guide, approximately 50% of PACAP funds target FOCAS initiatives. Multi-year funding commitments are supported based on the principles of progressive engagement and absorptive capacity. FOCAS projects last up to three years with an annual funding commitment of up to PHP1.5m. HAl has appointed one PACAP Activity Officer for each province to provide ongoing support to the PSC, FOCAS MC and individual partner organisations.

For the older Area Focused Approach (AFA) engagements that no longer align with the five target Provinces, PACAP has negotiated and drafted external strategies which are now being implemented.
