Responsive Assistance Scheme

 

PACAP continues to support projects outside of the five priority provinces.  This ensures that PACAP remains to be responsive to emerging needs in other parts of the country.  The Responsive Assistance Scheme (RAS) supports high impact activities from proponent organizations with proven track record in the activity of the concerned sector.    


Size and Scope

  • Approximately 50% of PACAP funds should be focused on Responsive Activities.  The bulk of these funds (at least four-fifths) should be allocated to activities in the Southern Philippines (i.e., Visayas and Mindanao).

  • One-fifth of Responsive Activity funds, or 10% of total new funds) will be available for Responsive Activities elsewhere in the country.
In all cases grants will be single year commitments.  Multi-year funding commitments are not available for this component of the Program in order to ensure PACAP retains its flexibility and responsiveness.

General Criteria

  • Contributes to at least one of the priority themes and meet PACAP’s selection guidelines.  For those activities in the southern Philippines they should also fit with the Strategic Guidance Framework (SGF).

  • Partner organisations can include any service delivery organisation including non-profit organisation (primarily NGOs, POs) or LGUs.  Links with the private sector are encouraged however private sector groups will not be eligible for direct PACAP funding.

  • Except for projects located in the Autonomous Region in Muslim Mindanao (ARMM) and other conflict areas of Western Mindanao, projects that focus on training or capacity building will usually not be funded. Hence capacity building activities in this category will be limited to the project management skills necessary to effectively implement the activity.
