About PACAP

 

The Philippines Australia Community Assistance Program (PACAP) commenced in 1986 at a time of major social and political changes in the Philippines. Since 1986, the Program has supported about 1,200 small activities benefiting at least 600,000 poor people through partnership with more than 500 civil society, non-profit organisations, primarily Non-Government Organisations (NGOs) and People's Organisations (POs). It is now an integral part of Australia's official bilateral assistance to the Philippines. The counterpart agency throughout has been the National Economic and Development Authority (NEDA).

Since its inception, the Program has been managed by a Secretariat comprised of locally engaged staff contracted by and accommodated within the Australian Agency for International Development (AusAID) Manila Office at the Australian Embassy. On February 23, 2005, the management of PACAP was turned-over by the Australian Embassy in the Philippines to Hassall and Associates, International (HAI), an Australian contractor. HAI has been managing PACAP in collaboration with its Philippine partner, Sustainable Development Solutions.

A team composed of dedicated and competent professionals has been formed to facilitate the implementation of the program. (see organizational structure)

Goal

Poor communities in the Philippines are empowered to pursue economic growth and achieve better standards of living.

Objectives

Civil society organizations are innovating and responding to community needs throughout the Philippines, and generating a foundation for new development approaches.

Devolved networks of civil society, government and private sector organizations are collaborating to identify and meet local priorities in selected provinces, and creating an enabling environment for further development.

Overview of Program Components

  • Component 1 - Strategic Direction
    Objective - Build PACAPs capacity to foster innovation, plan strategically, and demonstrate clear stewardship of its interventions, while ensuring effective coordination with other AusAID and donor activities.

  • Component 2 - Focused Community Assistance Scheme (FOCAS)
    Objective - A suite of strategically linked activities implemented at selected sites within the five AusAID Country Program Strategy (CPS) Targeted Provinces, that promote community development of selected communities, meet LGU planning priorities, and align with the annually reviewed Strategic Guidance Framework (SGF).

  • Component 3 - Responsive Assistance Scheme
    Objective - Responsive activities implemented throughout the Philippines that meet CPS objectives. In the southern Philippines these activities will also conform to an annually reviewed SGF.

    Objective - Coordinate and manage the effective transition and ongoing efficiency of PACAP.


PACAP Funding

The new five-year phase of PACAP will deliver $AUD 20 Million in grant assistance to projects supporting poor communities. Approximately half of this will be delivered through the Focal Community Assistance Scheme and half through the Responsive Assistance Scheme. At least 90% of funds will be delivered to the southern Philippines. PACAP will be reviewed externally and based on its performance may be extended for a further five years after the current Phase ends in early 2010.
